The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale, and expanded later in Sana’a and Hodeidah in the North. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment. The International Rescue Committee (IRC) have been working in the Middle East and North Africa (MENA) for more than forty years. Today, the IRC has more than 2,200 staff working across the region, including in Iraq, Jordan, Lebanon, Libya, Syria, and Yemen to support those affected by some of the world’s most complex and protracted humanitarian crises. SCOPE OF WORK: Under the supervision of the Partnership Lead, and in line with IRC's Partnership Excellence for Equality and Results System (PEERS), the Partnerships Officer contributes to principled, equitable, and responsive engagement with IRC Yemen's local partners, including women-led and women/girls-serving organizations, across the partnership project cycle. The role is grounded in PEERS principles of equality, complementarity, mutuality, solidarity, results-orientation, humility, and applies PEERS partnership skills and approaches in all engagement with partners and IRC colleagues. JOB SUMMARY: The Partnerships Officer supports the Partnership Lead in upholding PEERS-aligned partnership management for IRC Yemen's active sub-awards, including engagement with women-led and women/girls-serving organizations. The Officer contributes to collaborative partnership management processes, supports the delivery of partner project support plans together with technical and operational departments, gathers and helps respond to partner feedback, and promotes mutual learning between IRC and partners. The Officer also serves as a coordination interface with the Supply Chain team on partner-related supply chain. WORKING RELATIONS: Reports to: Partnerships Senior Manager Coordinates closely with: HR, Finance, Supply Chain, Grants, HAS and MEAL teams, and relevant Technical Coordinators External: Designated partner focal points across active sub-awards Position supervises: None MAIN RESPONSIBILITIES: Promote Effective Partnerships Promote and apply IRC's Partnership Excellence for Equality and Results System (PEERS) in all engagement with partners and IRC colleagues, modeling the partnership principles, skills, and approaches. Contribute to building a strong understanding of PEERS across IRC Yemen, including by sharing PEERS guidance and tools with colleagues whose roles intersect with partnership work. Gather and document partner feedback on IRC's management of the partnership relationship, and support the Partnership Lead in ensuring that feedback is acknowledged and acted on Partnership Management Contribute to collaborative partner identification and stakeholder mapping, with proactive attention to women-led organizations and organizations serving women and girls. Support Partner Identity and Background Review (Vetting) processes by gathering required documentation and contributing to the completion of vetting reports for the Partnership Lead's review. Contribute to Partner Project Capacity Analysis (PCA) processes, supporting the collaborative analysis of capacities, strengths, and risks together with partners and relevant departments. Engage GEDI, HAS, and other departmental focal points at the appropriate stages of the PCA. Co-facilitate, with the Partnership Lead and Technical Coordinators, the preparation and documentation of Partnership Project Opening, Review, and Closure Meetings (PCMs), promoting full partner participation in project decision-making and adaptive management. Coordinate the timely flow of narrative and finance reporting between partners and IRC review functions, working collaboratively with partners to clarify requirements and resolve issues constructively rather than transactionally. Maintain complete, well-organized partnership files for assigned partners, ensuring transparency of agreements, deliverables, and decisions. Work collaboratively with partners and IRC colleagues to surface and constructively resolve any issues that arise, escalating to the Partnership Lead where needed. Partner Support and Capacity Sharing Contribute to the collaborative development and delivery of partner project support plans, ensuring that support is responsive to partners' priorities and the issues identified in the PCA, rather than replicating IRC's systems and policies. Support coordination across IRC departments to ensure timely, quality delivery of agreed support to partners. Identify and flag emerging partner support needs to the Partnership Lead and relevant departmental focal points, with attention to gender-responsive support and the specific needs of women-led partners. Promote continual mutual learning between IRC staff and partners, including by capturing partner practices, innovations, and lessons learned during PCMs and monitoring touchpoints, and feeding these into IRC reflection processes. Where appropriate, support partner focal points on partnership management processes, reporting timelines, PCM preparation, documentation, grounded in humility and mutual planning. Coordination Interface with Supply Chain Serve as the partnership-side coordination point with the Supply Chain Focal Point on partner-related supply chain matters: joint planning of partner visits, coordination of post-visit action follow-up with partners, and consolidation of administrative inputs into PCA and PCM processes. Support the SC Focal Point in maintaining responsive and trust-based communication with partners on logistics and procurement matters. REQUIREMENTS: Education: Bachelor's degree in social sciences, development studies, business administration, or a related field. Experience: 2–3 years of experience working with NGOs in humanitarian or development settings, with at least 1 year directly engaging with local partners or sub-awards. INGO experience preferred. Familiarity with PEERS or comparable partnership frameworks (e.g., Grand Bargain localization commitments, partnership-based programming standards) is an asset. Experience working with women-led organizations is a strong asset. The MEAL function plays a critical role in ensuring that programmes are implemented effectively, transparently, and in line with NRC standards and donor requirements. It supports programme teams to generate reliable data and evidence on project progress, results, and impact, while strengthening accountability to affected populations and promoting continuous learning and improvement. The MEAL Officer contributes to the implementation and strengthening of MEAL systems at the Country Office level, supporting data collection, analysis, reporting, and learning processes to ensure that programme decisions are informed by accurate and timely information. Responsibilities Generic Responsibilities Contribute to the implementation of MEAL systems and Standard Operating Procedures (SOPs) at AO or CO level. Conduct and supervise quantitative and qualitative data collection for assessments, outcome monitoring, and evaluations. Ensure timely and accurate entry, cleaning, and organisation of monitoring and assessment data. Contribute to data analysis and preparation of summary reports for programme use. Support the maintenance of MEAL databases and proper filing/documentation (digital and hard copies). Support verification of project activities, distributions, and beneficiary lists. Assist in harmonisation of data collection and reporting across projects and partners. Promote safe, inclusive, and ethical engagement with communities during monitoring and assessment activities. Compliance and adherence to NRC policies, guidance and procedures, and a specific responsibility for the MEAL policies and procedures. Specific Responsibilities Monitoring: Develop progress and indicators tracker tables for each project, incorporating all donor and internal indicators, location-specific targets, and key metrics. Ensure that output and outcome data are collected and documented for timely reporting in NRC reporting system and others ITTs. Ensure that project monitoring evaluation and learning tools and CO MEAL SoPs are properly used in the field area offices, as well as by partners when relevant, through capacity building and cross and spot checks. Support to develop and implement MEL matrixes at the area office level. This includes supporting tools development, data collection, data management, and data analysis according to the CO MEL SoPs. Present the ITTs during PCM events to ensure program teams understand project objectives, indicators, targets, and monitoring frameworks. Conduct routine checks on the accuracy of figures reported in the ITTs, cross-verifying them with data in NRC reporting system and other reporting forms. Identify discrepancies and address them promptly to maintain consistency and accuracy across reporting platforms. Ensure all Means of Verification MoVs for progress and achievements accurate in content and are uploaded, properly named, and systematically archived for easy access. And regularly review the MoVs repository to ensure compliance with reporting standards and readiness for reporting, audits or reviews. Support the program team in conducting assessments and data collection activities, such as baseline, endline, PDM, and MSNA. Assist in designing tools, performing data analysis, and drafting comprehensive reports to ensure high-quality outputs. Review all assessments reports prepared by program teams before submission to donors, ensuring alignment with project objectives, data accuracy, and compliance with donor requirements. Ensure the data is transferred or shared securely in line with NRC data protection policy. Support capacity building for programme staff and local partners. Any other task relevant to the position as requested by the line manager. Learning: Support in developing, archiving, and disseminating lessons learned and best practices by maintaining and updating the learning tracker to capture lessons learned from all projects. Ensure lessons learned are tracked, documented, and shared regularly with program teams. Support in promoting the adaptation of lessons learned in the design and implementation of similar projects to enhance program quality and impact. Key interfaces include: Area Managers Area Programme Managers to support the integration of MEAL activities into programme planning and implementation, ensure adequate MEAL resourcing, and promote the use of evidence for decision-making at the area level. AO Project Managers/Coordinators to ensure proper implementation of MEAL tools and processes, support monitoring activities, verify project data, and strengthen documentation of project results. AO MEAL staff for direct technical support, coaching, and coordination on implementation. Partners and consortium members to support harmonised data collection, capacity building on MEAL systems, and shared learning across partner organizations when applicable. Qualifications Generic Professional Competencies Bachelor’s degree in statistics, economics, social sciences, development studies, or another relevant field. Minimum of 2–3 years of relevant experience in MEAL within humanitarian or development contexts. Experience in quantitative and qualitative data collection methods, including surveys, key informant interviews, and focus group discussions. Experience in data cleaning, analysis, and interpretation using tools such as Excel, Kobo, or other data management platforms. Knowledge of monitoring and evaluation concepts, including indicators, logframes, and results frameworks. Experience supporting assessments, baseline/endline studies, post-distribution monitoring, or similar exercises. Good documentation and reporting skills. Fluency in spoken and written English. Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook) is required; experience with Microsoft 365 (SharePoint, Teams, OneDrive, Planner) is an advantage. He/she will coordinate, supervise, and support case workers, relevant staff, and service-providing agencies across sectors involved in the case management process. The Officer will work closely with MHPSS and CP & Community Mobilization Officers to ensure the case management response is supported by contextualized CP prevention activities and awareness messages. SCOPE OF ROLE: Reports to; Child Protection Programme Coordinator / Reporting to: SCI and MOSAL Case Workers Budget responsibility: (if required) Location: Taiz KEY AREAS OF ACCOUNTABILITY: Program planning, delivery, coaching & supervision and monitoring: Oversee technical implementation of CP projects in Aden, Lahj and ensure timely, quality delivery of project activities. Develop DIP ensuring alignment with budget, timeframes, and SC quality indicators. Contribute to planning field visits, supervision checklists, and reporting outcomes to PM. Supervise the implementation of case management, including organizing and leading bi-weekly case management meetings, and preparing timely minutes and follow-up actions. Conduct regular technical supervision and peer support for caseworkers, including weekly meetings and psychosocial support. Conduct case conferences for complex cases and ensure timely follow-up. Conduct initial assessments for CP cases and prioritize them according to risk level. Develop case plans with the child and family that address needs identified in assessments; seek supervisory support when needed. Ensure direct services and timely referrals (medical, legal, MHPSS, etc.) are part of the plan. Identify, document, trace, and reunify unaccompanied and separated children in line with FTR SOPs. Regularly follow up to ensure that services and action points listed in the case plan are carried out within agreed timeframes, adjusting based on risk level. Monitor and support children and families through home visits, providing guidance, emotional support, community mediation, and referrals. Collaborate with the Case Management officer to arrange case conferences for complex cases to ensure multi-disciplinary support. Engage with community mobilisers and Facilitators to identify and support vulnerable and at-risk children, emphasizing safeguarding in all interactions. Manage cases in line with SOPs, adhering to standard documentation processes and workflow guidance. Regularly document cases using agreed inter-agency forms, update databases, and ensure data protection and information sharing protocols are respected. Lead the service mapping, update the service directory accordingly, and disseminate it. Ensure high-quality CM documentation (case plans, referral forms, other relevant documents) with strict confidentiality and adherence to information-sharing protocols. Code, store, and transfer data safely; destroy data according to SCI data protection protocols. QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES Bachelor’s degree in social work. Previous work with children required, preferably in a social work setting. Previous work required on CP such as Case management FTR, MHPSS. Must be excellent in communicating with children. At least 1 year experience working as a Social Worker, conducting case management work or working with children and families in difficult situations Willingness and ability to dramatically change work practices and hours in the event of emergencies Ability to analyse information, evaluate options, and follow the strategic directions as guided An in-depth understanding of national development issues, law and national policies as relates to children Excellent interpersonal, communication and presentation skills Fluency in written & spoken Arabic. ROLE PURPOSE: The CP MHPSS Assistant will be responsible for Support MHPSS officer in providing and/or ensuring provision of MHPSS and PM+ services to vulnerable and at risk children, their families and communities in the community, CFSs, community centres and schools using any of the SCI MHPSS models including child and youth resilience, HEART, PM+, structured play and recreation, home-based care, individual counselling, group counselling, among others. SCOPE OF ROLE: Reports to: CP MHPSS Officer Staff reporting to this post: MHPSS Facilitators. LOCATION: Lahj, Aldhalea, Taiz KEY AREAS OF ACCOUNTABILITY: Program Implementation: Facilitate the planning and rollout of SCI MHPSS models, including child and youth resilience programs, HEART, PM+, structured play and recreation, home-based care, individual and group counselling, ensuring adherence while ensuring MHPSS and child protection principles and standards are followed and complied with. Enhance the capacity of MOSAL MHPSS facilitators and key stakeholders by training them on MHPSS integration into their daily work with vulnerable and at-risk children, caregivers, and their communities. Collaborate with the CP/MHPSS officer to conduct assessments, understand the MHPSS needs of children, caregivers, teachers, and community members, and use the findings to develop appropriate MHPSS prevention and response interventions. Work closely with the CP/MHPSS officer to create and implement tools for MHPSS interventions, as well as measure the impact of SCI and partner MHPSS initiatives. Conduct a mapping of MHPSS services across different locations and maintain relationships with MHPSS service providers for to facilitate cross-referrals. Ensures that case management staff are appropriately reflecting MHPSS support in their daily work with children and caregivers. Provide appropriate tailored/focused counselling support for cases with mental and psychological support that may require such support. In coordination with appropriate CP and other sectoral staffs participate in the monitoring and evaluation of MHPSS interventions/services. Conduct regular visits to project sites to support MHPSS interventions and conduct counselling sessions for children, caregivers, and other stakeholders. Compile the weekly and periodic data, as appropriate, of cases supported with MHPSS services and provide high quality periodic reports as may be required from time to time. Carryout other duties as assigned by the line manager. Deliver results in line with the current proposals and Save the Children’s strategy Comply with Save the Children policies and practice with respect to safeguarding policy and code of conduct, MHPSS and child protection principles and standards Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
