The UNV Field Units (FU) are accountable for the mobilization and placement of UN Volunteers in UN Agencies, Funds, and Programmes focused on peace, development, and humanitarian needs. The UNV Field Units represent and position UNV in the respective countries and bring UNV’s services and solutions closer to its partners from UN entities, volunteer involving organization's and recruitment partners from governments, civil society organizations, academia, and private sector. Scope of work As a member of the Country Program Senior Management Team, the Deputy Director of Programs (DDP) provides overall leadership in the development and management of the Country Program Strategic Action Plan (SAP), and manages implementation and growth of IRC’s programming portfolio in Yemen, with particular emphasis on responsiveness to clients’ needs, program quality and impact. The DDP will ensure that capacity building of national non-governmental partners is prioritized as part of IRC’s long term strategy. In close coordination with the Country Director, the DDP will build and sustain strong donor relationships, ensuring a diverse and sustainable portfolio that adequately covers funding needs across all program sectors of the Country Program. Based in Aden, Yemen, the DDP will report to the Country Director and work in close collaboration with the Deputy Regional Director (DRD). The DDP directly supervises the Head of Program Support,Technical Coordinators (TC) and Senior Managers who are responsible for proposal development, program quality and grants management. This position has close working relationships with the Head of Operations / Deputy Director Operations (DDO), the Deputy Director for Finance (DDF), the People & Culture Director as well as field-based staff. The DDP position in Yemen is unaccompanied and requires extensive in-country and occasional regional travel. Key areas of accountability: Program Strategy, Design and Fundraising • Provide leadership in the design and implementation of the Yemen Program Strategic Action Plan (SAP). • Ensure together with TCs, and Technical Unit staff, that project design reflects IRC program quality standards and industry best practices. • Implement Yemen’s Partnership Strategy, ensuring more sustainable long term programming that allows for capacity strengthening of a variety of local and national institutions in line with the Grand Bargain Agreement. • Lead efforts for sustainable program growth, proactively identifying opportunities for new programming initiatives and emphasizing multi-year funding to support them. • Provide leadership support to the program, partnerships, measurement, and grants teams to develop competitive, evidence-based and cost-effective funding applications. • Provide guidance, strategies and tools to ensure that programming choices are based on needs assessment findings (primary & secondary data) and analysis, input from communities, a thorough understanding of context, technical best practices, and operational viability. • Formulate integrated programming initiatives so that technical sectors complement each other and promote the Centrality of Protection and gender-responsive approaches. JOB PURPOSE: To supervise implementation of SDC project titled as “YEM Oxfam BALADI Building Agile Leadership and Development Initiative” ensuring activities are aligned with the log frame objective, measurable indicators, and strategic interventions outlined to achieve gender-responsive localization. The coordinator is going to facilitate the co-creation of solutions with stakeholders by applying a design thinking approach – engaging deeply with local and national actors to identify challenges, prototype solutions, and refine activities for sustained impact. The project’s activities would be divided between Oxfam, the co-applicant, international partners, and Women's Centre for Research and Training (WCRT) in Aden university as per approved proposal. Therefore, the coordinator would closely work with gender justice, advocacy, and partnership departments within Oxfam as well as with the co-applicant, international partners, and Women's Centre for Research and Training (WCRT) to make sure that the project’s activities are on track based on developed work plan at the beginning on the project. The coordinator would be responsible to prepare narrative reports as well as working closely with finance team to make sure that financial report is in alignment with narrative one. The coordinator would act as main focal point between Oxfam team, the co-applicant, international partners and WCRT during implementation phase as well as to seek any technical advice from Oxfam team when required. DIMENSIONS The role requires experience in capacity building programmes working with WROs (Women’s Rights Organizations), CSOs (Civil Society Organizations), and other stakeholders such public university. This role requires an extensive experience and knowledge about civil society environment and its challenges, opportunities, and entry points for capacity strengthening program and transfer of knowledge on individual and organizational level. Ensure the operationalization of the Humanitarian Development Studies Center aligns with the overarching goal of gender-responsive localization as specified in the log frame’s impact indicator. The role requires a high level of coordination between Oxfam team, the co-applicant, international partners, and Women's Centre for Research and Training (WCRT) to ensure flawless implementation of activities by these actors. The role requires close follow-up on monthly basis therefore carrying out monthly meeting with these actors is essential to be updated about progress in term of implementation, challenges, recommendation and required support from Oxfam. This role would be responsible to work with funding team and programme to identify second and third years’ international partners as only first year’s international partner identified so far. Has knowledge about local constrains and restrictions of WROs and CSOs working in Yemeni context as well as enabler factors to overcome these restrictions to facilitate sustainable capacity strengthening as long-term investment for meaningful participation of local actors at decision-making levels. The Role KEY RESPONSIBILITIES Conduct participatory sessions to map stakeholders needs including WROs, CSOs, and local authorities, ensuring their insights directly inform project’s priorities and lead iterative workshops to test and refine training curricula, operational strategies, and capacity-building approaches in collaboration with stakeholders. Aligning project management activities with log frame structures, including developing and tracking indicators, managing data sources, and reporting on impact and outcomes. Oversee the development of localized, conflict-sensitive, and gender-responsive training curricula that address the capacity needs identified in participatory assessments. Collaborate with local actors to design a business model and resource mobilization strategy for the humanitarian and development studies centre, ensuring alignment with the log frame’s sustainability outcomes. Establish and manage structured feedback loops with stakeholders to regularly evaluate progress against log frame targets and adapt project strategies based on findings. Use design thinking principles in initial workshops to co-create a shared understanding of the log frame objective, jointly prioritize activities, and collaboratively identify potential risks and mitigation strategies. Be responsible to organize kick-off workshop with related Oxfam departments, WCRT, and co-applicant’s employees. Donor’s requirement from programmatic and compliance perspective should be discussed with the co-applicant, WTRC and Oxfam staff during this workshop. Track progress against outcome indicators such as board composition, curriculum quality and satisfaction rates, and ensure these are met as per the log frame and facilitates continuous learning reviews to adjust project activities based on real-time feedback from local actors and partners. Be responsible to finalize work plan, risk and mitigation matrix, forecast, activities description/Term of reference for Oxfam’s assigned activities as well as provide support to finalize similar requirements for the co-applicant’s and WCRT activities. Support on signing sub-agreement with local authorities in the south (Aden) in coordination with liaison department. Act as focal point during donor’s monthly/quarterly meeting and be responsible to develop an action point matrix for this project based on these meeting. It is important to share this matrix with related technical department such as advocacy, gender justice, and programme humanitarian coordinator therefore anyone can refer to that matrix in time of either annual or emergency leave of the coordinator. Be responsible to finalize donor’s narrative reports and working with finance department to finalize financial reports as well. s/he shall coordinate with co-applicant, WCRT, and international partners to receive their narrative and financial reports as per a signed letter of agreement between Oxfam and them. Work closely with HST-LHL’s (Humanitarian System Transformation through Local Humanitarian Leadership) project coordinator to ensure smooth coordination for reporting to SDC (Swiss Agency for Development and Cooperation) Support in development of training courses working closely with the co-applicant, WCRT, and the international partners using “Taking the Lead” approach with close coordination of targeted WROs and CSOs in operational, institutional and technical areas. Lead on publishing research/policy paper with support from advocacy and campaigning department and coordination with the co-applicant during the project’s lifetime.
