The conflict in Yemen has brought the economy to a near collapse and made Yemen one of the poorest and most food insecure countries in the world. The high level of food poverty is of particular concern. The conflict has destroyed livelihoods and with that, the ability to purchase food. It has also caused major disruptions in the food supply chain and increases in the price of imported foods, which Yemen is heavily reliant on, resulting in substantial increases in food prices. Hunger, food insecurity and malnutrition are among the most pressing and overwhelming challenges faced by the country at present, at a scale that is not being fully met by national authorities and the international development and humanitarian communities. The high dependence on food imports, for most households combined with high food prices and significantly reduced income earning has resulted in low food access. Climate change is further exacerbating the existing challenges and negatively impacting all dimensions of food security. The COVID-19 continues its spread across the world and negatively impacting food supply chains and food trade and contributing to the sharp food price increases in Yemen as well. Fishery programme has two main projects in response to the protracted conflict and crisis, the first one is based on a partnership established between UNDP and the World Bank to implement the Project on Sustainable Fishery Development in Red Sea and Gulf of Aden (SFISH). This partnership aims to serve as a scalable platform that offers a combination of complementary short and medium-term instruments to build the resilience of Yemeni households to cope up with the different crises in Yemen. The SFISH project will support income generation and promote sustainable production and commercialization of fishery products to improve the food and nutrition security of Yemeni households, their ability to continue livelihoods in the fishery sector and improve their economic well-being and promote climate-smart practices to strengthen the resilience. It has two major technical components: 1) Strengthening regional collaboration in management of marine fisheries and aquaculture in the RSGA region. 2) Improving economic opportunities, food security and effective management of fishery production in Yemen. The second project is based on a partnership established between UNDP and the KfW to implement the Aden Fishery Harbour (AFH) Project with immediate objectives of the Fishery Harbour Rehabilitation and Value Chain Development in Aden project is to rehabilitate the fish harbour at Hajif, to restore the minimum requirements for re-launching operations, productivity and establishing effective management of the harbour. Furthermore, the project will contribute to employment creation, especially for youth and women and mobilize fish value chain actors whose livelihoods depend on sustainable fish production and processing but have been greatly affected by the conflict leading to distorted fish supply and value chain, to help them contribute to the food security and economic recovery in Yemen. UNDP Yemen now seeks to hire a Monitoring and Evaluation Officer to provide results-based project management for these projects and other projects under the fishery programme based in Aden. Background Since 2015, Yemen has been experiencing one of the world's worst protracted humanitarian and development crises. GDP per capita declined from USD1,557.6 in 2014 to USD 650.3 in 2022 (World Bank). The war has caused government fragmentation, severe economic decline, food insecurity, damage to infrastructure, the collapse of essential services, and 4.5 million people are estimated to remain displaced (OCHA 2023). As per the 2024 Humanitarian Response Plan, 18.2 million people – more than half of the entire population - require some form of humanitarian aid and protection, over 17.6 million people were food insecure. Due to the conflict and other factors, Yemen has increasingly relied upon food imports to feed its people. The Port of Aden under the Yemen Gulf of Aden Ports Corporation (YGAPC) and the Port of Mukalla under the Yemen Arabian Sea Ports Corporation (YASPC) form essential maritime facilities aiding humanitarian activities in Yemen. The ports serve as the main gateway for all cargo entering Yemen. The Port of Aden receives around 50 ships per month carrying fuel, food (90 per cent of Yemen’s food is imported), construction materials and other goods. The Port of Mukalla, in 2020, was handling 40,000 TEU per year. Both ports have been affected by the protracted conflict and lack of maintenance. Due to the absence of investment, spare parts, maintenance, and outdated systems for port operations, both ports have limited capacity to handle incoming vessels, leading to excessive anchorage and berthing times. This initiative intends to enhance anchorage and berthing capacities at the Ports of Aden and Mukalla by reducing average monthly waiting times. The project aims at strengthening the operational capacity of the Ports of Aden and Mukalla through the rehabilitation of damaged facilities and procurement of necessary parts and equipment to contribute to the efficient and cost-effective delivery of humanitarian assistance to the Yemeni population. UNDP Yemen seeks to hire an Operations Associate to support the implementation of the project described above. Duties and Responsibilities Under the direct supervision of the Project Manager, the Operations Associate will provide support and services ensuring high quality, accuracy, and consistency of work. She/He will work in close collaboration with the project staff, operations, and programme as required to exchange information and support project delivery as guided by the Project Manager. Office Description In Yemen, UNDSS (United Nations Department of Safety and Security) supports the wellbeing of UN personnel through locally engaged National Stress Counsellors. Their primary responsibility will be to develop and maintain a sustainable stress management system applicable to all UN Agencies operating in the country with a ‘One UN’ approach, and to improve the critical incident stress management preparedness of the UN security system in case of emergencies. Their responsibilities include stress management, resilience building, and mental health support, particularly following critical incidents. They play a key role in emergency preparedness, response, and follow-up services. National Stress Counsellors actively monitor stressors affecting UN staff, identify emerging trends, and customize psychosocial support initiatives to enhance overall wellbeing. Their work is closely coordinated with local UN medical doctors, Regional Security Advisors, the HQ Medical Service Division, HR Officers, counsellors from other UN agencies, and UN leadership at all levels to ensure a comprehensive and unified approach to staff mental health and resilience. Scope of Work Under the administrative supervision of the Chief/Deputy Security Advisor and the technical guidance of the Critical Incident Stress Management Section (CISMS) Regional Counsellor, the National Stress Counsellor will administrate a wide range of stress management activities, actively participating in emergency preparedness in the country in collaboration with UNDSS and the UN country team partners as per the UN Policy on the Management of Stress and Critical Incident Stress (MSCIS 2015). Summary of Key Functions: 1.Provision of Staff Wellbeing Support: Develop and implement a stress prevention and management plan applicable to all UN Agencies in the country. Provide individual and group stress management and critical incident counselling sessions to the staff and dependents as/when needed, Plan and facilitate preventative stress management training on a variety of stress related issues for UN personnel in the country and circulate useful reading resources related to stress.
