Background Since 2015, Yemen has been experiencing one of the world's worst protracted humanitarian and development crises. GDP per capita declined from USD1,557.6 in 2014 to USD 650.3 in 2022 (World Bank). The war has caused government fragmentation, severe economic decline, food insecurity, damage to infrastructure, the collapse of essential services, and 4.5 million people are estimated to remain displaced (OCHA 2023). As per the 2024 Humanitarian Response Plan, 18.2 million people – more than half of the entire population - require some form of humanitarian aid and protection, over 17.6 million people were food insecure. Due to the conflict and other factors, Yemen has increasingly relied upon food imports to feed its people. The Port of Aden under the Yemen Gulf of Aden Ports Corporation (YGAPC) and the Port of Mukalla under the Yemen Arabian Sea Ports Corporation (YASPC) form essential maritime facilities aiding humanitarian activities in Yemen. The ports serve as the main gateway for all cargo entering Yemen. The Port of Aden receives around 50 ships per month carrying fuel, food (90 per cent of Yemen’s food is imported), construction materials and other goods. The Port of Mukalla, in 2020, was handling 40,000 TEU per year. Both ports have been affected by the protracted conflict and lack of maintenance. Due to the absence of investment, spare parts, maintenance, and outdated systems for port operations, both ports have limited capacity to handle incoming vessels, leading to excessive anchorage and berthing times. This initiative intends to enhance anchorage and berthing capacities at the Ports of Aden and Mukalla by reducing average monthly waiting times. The project aims at strengthening the operational capacity of the Ports of Aden and Mukalla through the rehabilitation of damaged facilities and procurement of necessary parts and equipment to contribute to the efficient and cost-effective delivery of humanitarian assistance to the Yemeni population. UNDP Yemen seeks to hire an Operations Associate to support the implementation of the project described above. Duties and Responsibilities Under the direct supervision of the Project Manager, the Operations Associate will provide support and services ensuring high quality, accuracy, and consistency of work. She/He will work in close collaboration with the project staff, operations, and programme as required to exchange information and support project delivery as guided by the Project Manager. Key Functions: Assist and support the project team through compiling information with the procurement processes including preparation, and conduct of Requests for Quotation (RFQ), Invitation to Bid (ITB) or Request for Proposal (RFP), receipt of quotations, bids, or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations. Assist the project team with the purchase of materials for the project through the procurement department and the preparation of purchase orders and contracts, ensuring their accuracy, completeness, and clarity. Ensure that all POs are duly prepared and dispatched, and that timely corrective actions are taken on POs with budget check errors or other issues. Where applicable, ensure that procurement processes consider gender-responsive criteria and promote equitable participation of suppliers, including women-owned and gender-inclusive enterprises Support and assist in the logistics preparation of training sessions, events, workshops, meetings, and other activities pertaining to project work, ensuring that these activities are planned and implemented in a gender-sensitive manner, promoting inclusive participation, and addressing the specific needs of all genders. Perform financial duties related to the implementation of the activities for the programme development and submit progress financial reports to UNDP in accordance with the reporting schedule. Support in the programme tasks as the Secretariat for the Projects’ Board (calling for meetings, preparing and distributing an agenda, steering discussions, writing the minutes of meetings, following up on decisions, keeping members informed on progress, etc.), ensuring that all communications and processes are gender-sensitive and promote inclusive participation and representation of all genders in decision-making Financial resources management: Contribute to the management of the project’s components financial resources including the preparation/updates of the projects` work and budget plans, record keeping, accounting, and reporting by the key Implementing Partners; share accountability and prepare all necessary financial reports to accompany the project's quarterly and annual work plans and reports by participating fully in the process of quarterly and annual planning of the programme activities. The role is responsible for ensuring technical excellence across program design, implementation, monitoring, and learning, while contributing to national and global advocacy, donor engagement, and knowledge sharing. The Advisor leads the development and implementation of the WASH and Climate Resilience strategy and annual thematic plans in alignment with the Save the Children’s (SC’s) Country Strategic Plan (CSP) and global ambitions. The role entails supporting sectoral assessments, program design, proposal development, and master budgeting, while also identifying and leveraging funding opportunities, including those linked to climate change adaptation and environmental sustainability. The Advisor provides ongoing technical guidance and oversight to program managers and field teams, and supports operational aspects such as recruitment and procurement, particularly in complex emergencies. Program / Department Summary: Mercy Corps Yemen is continuing its FCDO-funded Fresh Horizons pilot project, which applies and tests an inclusive, climate-resilient Market Systems Development (MSD) approach within the fisheries sector in Yemen’s Aden and Hadramout Governorates. The pilot works with local market actors to sustainably increase income and food security for fishing households and communities. The next phase of Fresh Horizons will build on the pilot’s successes through a 9-month continuation phase focused on strengthening the supply and use of cold chain equipment. Increased access to cold chain technology will reduce waste, improve profits, and open new urban markets. This will provide improved livelihood opportunities for vulnerable households and actors across the fisheries sector - ultimately increasing food access and improving household food security. General Position Summary: The Subsidies & Grants Officer will support the design, disbursement, and monitoring of subsidies and grants to cooperatives and small-scale actors, ensuring transparent processes and alignment with the programme objectives. The officer will coordinate closely with procurement, finance, and MEL teams to oversee application review, beneficiary selection, and compliance with donor requirements. Essential Responsibilities: Assist the Deputy Program Manager and Private Partnership Coordinator in managing the Subsidies and Granting processes, including design, disbursement and monitoring, ensuring compliance, and supporting cooperatives and private actors in adhering to program objectives. Program / Department Summary Mercy Corps Yemen is continuing its FCDO-funded Fresh Horizons pilot project, which applies and tests an inclusive, climate-resilient Market Systems Development (MSD) approach within the fisheries sector in Yemen’s Aden and Hadramout Governorates. The pilot works with local market actors to sustainably increase income and food security for fishing households and communities. The next phase of Fresh Horizons will build on the pilot’s successes through a 9-month continuation phase focused on strengthening the supply and use of cold chain equipment. Increased access to cold chain technology will reduce waste, improve profits, and open new urban markets. This will provide improved livelihood opportunities for vulnerable households and actors across the fisheries sector - ultimately increasing food access and improving household food security. General Position Summary The MEAL Officer position will be responsible for monitoring and quality assurance across all the components of the Fresh Horizon project in Aden Governorate. The incumbent will be responsible for collecting, analyzing and reporting relevant data in order for the team to measure program impact and ensure compliance with the MC Minimum Standards. A major focus of this position is to manage online and offline databases of the project and perform regular data reviews to ensure the validity, reliability, relevance, timeliness, and accuracy of captured information. The M&E Officer will assist the PAQ Manager in maintaining all hard and soft copy data, maintaining databases, data analysis, training field teams in M&E systems, and liaising with the field team to track progress against objectives and targets Essential Job Responsibilities Management of Data and Information Systems Develop and manage online databases and offline trackers for the project. Guide and supervise the entry of monitoring data into the-developed online databases according to the projects MEL plan. Develop and manage a centralized IPTT that automatically fed with data from relevant databases. Perform regular data cleaning to detect corrupt or inaccurate records from project’s record sets, or databases and correct it by replacing, modifying, or deleting the coarse data. Conduct regular reviews of collected data to ensure validity, reliability, relevance, timeliness, and accuracy of captured information. Provide support to the PAQ Manager and Senior MEAL Officer in the design of online tools using various digital platforms as needed. Ensure all MEL related data and documents/ files are properly organized and stored online in compliance with MC Minimum Standards. Provide timely reports and data summaries to the Senior MEAL Officer (including filling in data for indicators for each location and program) of routine data. Participate in the dissemination and presentation of data back to programs and communities Participate in data review workshops with MEAL and program staff Technical Support and Management of Monitoring & Evaluation Activities Support the design and implementation of the Monitoring and Evaluation Plans and ensure systems are fully functioning throughout the project duration and adjusted when required. Assist the PAQ Manager in building the capacity of all relevant team members to develop and maintain a robust M&E system supported by proper documentation and sufficient means of verification. Ensure programs use the necessary and proper M&E systems and tools, to inform and improve each individual program, as well as feed into the broader nation-wide M&E system. Support collecting of and reporting on relevant indicators to the organizational-wide M&E system Implement data quality assurance processes, including PDMs, assessments, and beneficiary verification in the field Maintain proper project documentation and records as per the PM@MC requirements. Supervision and Management of MEL Staff Develop weekly and monthly work plans with the teams. Track the teams’ ability to deliver on the plans and report back to the team each week Supervise enumerators, data entry clerks Other Conduct himself/herself both professionally and personally in such a manner as to bring credit to the organization and to not jeopardize its humanitarian mission Other duties as assigned.
