We are looking for a highly experienced Humanitarian Access Adviser to support principled response design and implementation by providing analysis, operational support, and technical guidance to ensure sustained and quality access. The Adviser will provide technical expertise to the Humanitarian Access and Safety (HAS) Manager and Country Management Group (CMG) on implementing NRC’s Humanitarian Access Framework. Through humanitarian engagement, advocacy, and external coordination, the Adviser supports NRC to plan and operationalize strategies to increase the reach, acceptance, and impact of NRC programmes. The Adviser also advises on strategic decision-making, programme design, monitoring, and operational footprints to be principled, conflict sensitive, adaptive, and contextual driven. What you will do: Enhance humanitarian access for NRC operations by providing technical support on tools and strategies and assisting teams in developing access strategies and engagement plans. Advise on the NRC Global HAS Management System at country level and support the humanitarian access components of the country HAS Operational Plan in line with global HAS initiatives. Support the CMG/CD to influence stakeholders and protect humanitarian space. Support the HAS Manager in developing and maintaining access components of country HAS documents, procedures, guidance, and tools, including strategy and budgets, ensuring consistency across the country programme and in line with organisational standards. Oversee and/or conduct the annual access severity mapping and other access assessments, collaborating with management and programme teams to develop and implement relevant mitigation measures for access constraints. In coordination with the Country Director and Country Management Group (CMG), and in line with NRC’s approach and systems, lead and support efforts to secure access from relevant local authorities and other external stakeholders. Provide capacity building to NRC staff and partners, including topics on humanitarian engagement, access negotiations, and access principles. Develop and continuously update stakeholder analysis and access networks for areas where NRC is or is planning to implement programme activities. Represent NRC in external forums such as the Humanitarian Access Working Group (HAWG) and Civil-Military Coordination, as well as other forums as required. Ensure adherence to NRC policies, guidance and procedures, and a specific responsibility for HAS policies and procedures. The Role: Oxfam Yemen Program is looking for a Country Finance Manager to contribute to the provision of management and operational services (including maintaining an accurate financial records and reports) within Yemen programme as per Oxfam’s procedures and systems, to enable the delivery of key support activities and help other staff within the area to perform effectively, to lead the finance teams and ensure provision of quality logistics support to all operations in country, including emergency response programmes, resilience and development programmes. The role of the Country Finance Manager is to provide guidance and management of Oxfam’s Finance processes and procedures through ways of working, training, and ongoing communication and collaboration with Country Management Team, Programme, and Support staff. This role provides financial advice and support for Oxfam’s “One Program” approach including humanitarian, development, and campaign & advocacy. Sign off the donor reports, after review and getting confirmation by financial system data. Reporting on local authorities finance related requirements including taxation, social security, and any other local authorities. Provides direct support to the BSM and Programmes, and CMT on all matters of finance specifically budget preparation, monitoring, control and reporting with a view to ensuring high standard of financial standards are met. People Management – 10% Supervises the finance teams reporting to this role on regular basis. For the finance staff and especially reporting to CFM role, draft the capacity building plans, execute the capacity building plans. Office Description In Yemen, UNDSS (United Nations Department of Safety and Security) supports the wellbeing of UN personnel through locally engaged National Stress Counsellors. Their primary responsibility will be to develop and maintain a sustainable stress management system applicable to all UN Agencies operating in the country with a ‘One UN’ approach, and to improve the critical incident stress management preparedness of the UN security system in case of emergencies. Their responsibilities include stress management, resilience building, and mental health support, particularly following critical incidents. They play a key role in emergency preparedness, response, and follow-up services. National Stress Counsellors actively monitor stressors affecting UN staff, identify emerging trends, and customize psychosocial support initiatives to enhance overall wellbeing. Their work is closely coordinated with local UN medical doctors, Regional Security Advisors, the HQ Medical Service Division, HR Officers, counsellors from other UN agencies, and UN leadership at all levels to ensure a comprehensive and unified approach to staff mental health and resilience. Scope of Work Under the administrative supervision of the Chief/Deputy Security Advisor and the technical guidance of the Critical Incident Stress Management Section (CISMS) Regional Counsellor, the National Stress Counsellor will administrate a wide range of stress management activities, actively participating in emergency preparedness in the country in collaboration with UNDSS and the UN country team partners as per the UN Policy on the Management of Stress and Critical Incident Stress (MSCIS 2015). Summary of Key Functions: 1.Provision of Staff Wellbeing Support: Develop and implement a stress prevention and management plan applicable to all UN Agencies in the country. Provide individual and group stress management and critical incident counselling sessions to the staff and dependents as/when needed, Plan and facilitate preventative stress management training on a variety of stress related issues for UN personnel in the country and circulate useful reading resources related to stress. Perform ongoing psychosocial needs assessments and monitor the determinants of stress in UN personnel, including activities such as data collection, analyses, resource mapping and coordinating collective psychosocial capacity across UN agencies and partners. 2.Ensure Crisis Response and Follow Up : Guide and assist in establishing the Critical Incident Stress Intervention Cells (CISICs) including selecting Peer Helpers and Family Focal Points; facilitating peer helper training sessions (jointly with UNDSS CISMS); coordinating and following up on all relevant activities. Identify, address, and follow up on high stress cases and critical incident stress cases among the UN personnel and dependents in the country. 3.Ensure Management and Peer Support Coordination: Advise UN management on stress mitigating strategies and activities Collaborate with UN managers, agency counsellors, medical doctors, local experts and institutions on psychosocial issues with the objective of establishing a network of professionals ready to support and intervene in case of need. Coordinate the Peer Support Personnel Network, including supervision and activity monitoring. Liaise with the existing local Staff Association to advocate for the organization of welfare activities for UN personnel. 4.Ensure Field Support and Collaboration Be willing to visit & travel regularly to the UN Offices/Sub Offices in the country in order to implement preventative stress management training activities and offer technical consultations when needed. Under the guidance of the CISMS Regional Stress Counsellor, coordinate all critical incident stress management activities with relevant stake holders, including UN staff counsellors in the country and in neighboring countries, Peer Helpers, Family Focal Points, Mental Health Professionals etc. 5.Ensure Reporting and Confidential Data Management: Maintain confidential records on the CISMS IDM platform and analyze the trends. DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman. DRC Yemen’s response Throughout its nine field offices and a workforce of 450 staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level. About the job As a member of the Senior Management Team, the Head of Programme drives the overall country strategy, in line with DRC’s global and regional strategies as well as needs and contextual developments on the ground. The HoP oversees the conceptualization and development of programmes, leads fundraising and donor engagement, and is responsible for ensuring programmatic quality in addition to the effective management of grants. The position manages a team of technical programme staff at the CO level and is responsible for ensuring programmatic quality standards are met across the board, including through robust MEAL processes, capitalization of learning and cross-cutting issues (protection and age, gender, and diversity mainstreaming). The HoP actively engages with partners, civil society and the donor community to ensure DRC’s views and priorities are represented. S/he plays as key role in ensuring adherence to policies and systems. Duties and Responsibilities Representation and Coordination Responsibilities: ​Programme Strategy & Development Identify and keep abreast of key developments and trends in the country and position DRC to address these with quality and efficiency. Drive the conceptualization and development process of the country strategy, and sector strategies collaboratively and with the participation and inputs from the overall country operations. This includes ensuring the strategy is evidence based, and includes internal/external accountability and that it is informed by DRC’s expertise and stakeholder consultations. Ensure that the key global and regional frameworks are contextualized and applied across programmes and ensure that staff are aware of and understand these. Foster synergies between programme areas including integration, harmonization across Area Offices and ensure quality assurance for more holistic approaches to assistance. Ensure the emergency preparedness and response plan for Yemen (EPRP) is updated and facilitate assessments and rapid responses for new emergencies as discussed and agreed with the SMT. In close collaboration with the Regional or Country based Advocacy Coordinator, ensure advocacy is embedded in and informed by programmes as well as used for external communications with government authorities, donors, and other humanitarian and development stakeholders. Program Quality & Coordination Provide oversight, guidance, and leadership on all aspects of programme design, development and quality assurance. Ensure programming is principled and in line with Core Humanitarian Standards, Sphere standards and other relevant legal frameworks. Ensure there are systems and tools in place for conflict sensitive including do-no harm approaches to programming. Develop a close and productive working relationship with Area Offices (implementation teams) to ensure by-in of quality standards and processes and that designs, and course corrections are evidence based and informed by learning. Ensure the implementation of effective and participatory Monitoring, Evaluation, Accountability and Learning strategies at all levels of the country programme. Facilitate collaboration and the utilization of global and regional technical support in areas of new programmatic initiatives (localization, greening, innovation etc.). Ensure Information Management is embedded with DRC programme and that data management adheres to GDPR and other data protection protocols including PIM. Fundraising, and Grants Management Ensure proposals are in line with the Strategic Plan and Sector Strategies, and that they are submitted in a timely manner and with quality. Ensure effective and transparent budgeting, planning and follow-up in compliance with DRC policies and priorities as well as donor rules and regulations. Ensure grants opening, review, and closure meetings take place systematically. Ensure quality control of donor reports and authorize the submissions of these and proposals to HQ/donors. Donor liaison, Partnerships and Representation Represent DRC’s Yemen to current and potential donors. Cultivate key relationships that enhance DRC’s visibility, and credibility and position DRC as a key displacement focused organization in Yemen. Review and oversee implementation of the CSO partnership strategy and promote DRC’s localization agenda within DRC Yemen. Identify local NGOs/partners and develop partnerships with relevant and complementary partners. Keep abreast and engage with strategic coordination structures including the Durable Solutions Task Force and Working Group and ensure DRC is well represented in these as well as other external for a as deemed strategic. Direct staff management: Ensure that technical managers, coordinators, and specialists, under HoP line management have clear and realistic performance-based management goals. Provide on-going support and coaching and ensure that line managed staff have the required capacities to fulfil their responsibilities. Plan, draft and/or review scopes of work to hire and manage technical consultants, including review of technical efficacy and contract budget. About you To be successful in this role you must have: Minimum 5 years of progressively responsible experience in program management, leadership, and design in countries of conflict or post-conflict Minimum 4 years of experience working in managing emergency operations, including 2 years at senior management level and at least 2 years in the Middle East. Demonstrated experience and skill in proposal development, budget development, program implementation, monitoring and evaluation. Proven experience in effectively coordinating with National Governments, International and National NGO partners and a variety of working with and coordinating with a variety of donors including SDC, GAC, BHA, OCHA, SIDA, DANIDA, and the EU. Previous successful experience as a Head of Program or in similar position. Preferably previous successful experience with DRC. Proven experience in managing integrated programmes as well as capacity building.
