General Position Summary: The Deputy Project Manager (DPM) will support the effective implementation of the Fresh Horizons Phase II project in Hadramout, under the direct supervision of the Project Manager. Program / Department Summary: Mercy Corps Yemen is continuing its FCDO-funded Fresh Horizons pilot project, which applies and tests an inclusive, climate-resilient Market Systems Development (MSD) approach within the fisheries sector in Yemen’s Aden and Hadramout Governorates. The next phase of Fresh Horizons will build on the pilot’s successes through a 9-month continuation phase focused on strengthening the supply and use of cold chain equipment. This will provide improved livelihood opportunities for vulnerable households and actors across the fisheries sector - ultimately increasing food access and improving household food security. General Position Summary: The Private Partnerships Officer will support the Fresh Horizons Phase II project’s engagement with private sector actors critical to the sustainable uptake of cold chain equipment and services. Based in Hadramout and reporting to the Deputy Project Manager, the Officer will coordinate with vendors, technicians, microfinance institutions (MFIs), and cooperatives to ensure that small-scale fishers and traders can access affordable, appropriate, and well-supported cold chain solutions. This role focuses on facilitating relationships, monitoring service quality, supporting the rollout of leasing and warranty pilots, and linking market actors to project participants. The Officer will work closely with the MEL and training teams to ensure that private sector engagement contributes to improved livelihoods and market access for vulnerable households. Office Description In Yemen, UNDSS (United Nations Department of Safety and Security) supports the wellbeing of UN personnel through locally engaged National Stress Counsellors. Their primary responsibility will be to develop and maintain a sustainable stress management system applicable to all UN Agencies operating in the country with a ‘One UN’ approach, and to improve the critical incident stress management preparedness of the UN security system in case of emergencies. Their responsibilities include stress management, resilience building, and mental health support, particularly following critical incidents. They play a key role in emergency preparedness, response, and follow-up services. National Stress Counsellors actively monitor stressors affecting UN staff, identify emerging trends, and customize psychosocial support initiatives to enhance overall wellbeing. Their work is closely coordinated with local UN medical doctors, Regional Security Advisors, the HQ Medical Service Division, HR Officers, counsellors from other UN agencies, and UN leadership at all levels to ensure a comprehensive and unified approach to staff mental health and resilience. Scope of Work Under the administrative supervision of the Chief/Deputy Security Advisor and the technical guidance of the Critical Incident Stress Management Section (CISMS) Regional Counsellor, the National Stress Counsellor will administrate a wide range of stress management activities, actively participating in emergency preparedness in the country in collaboration with UNDSS and the UN country team partners as per the UN Policy on the Management of Stress and Critical Incident Stress (MSCIS 2015). Summary of Key Functions: 1.Provision of Staff Wellbeing Support: Develop and implement a stress prevention and management plan applicable to all UN Agencies in the country. Provide individual and group stress management and critical incident counselling sessions to the staff and dependents as/when needed, Plan and facilitate preventative stress management training on a variety of stress related issues for UN personnel in the country and circulate useful reading resources related to stress. Perform ongoing psychosocial needs assessments and monitor the determinants of stress in UN personnel, including activities such as data collection, analyses, resource mapping and coordinating collective psychosocial capacity across UN agencies and partners. 2.Ensure Crisis Response and Follow Up : Guide and assist in establishing the Critical Incident Stress Intervention Cells (CISICs) including selecting Peer Helpers and Family Focal Points; facilitating peer helper training sessions (jointly with UNDSS CISMS); coordinating and following up on all relevant activities. Identify, address, and follow up on high stress cases and critical incident stress cases among the UN personnel and dependents in the country. 3.Ensure Management and Peer Support Coordination: Advise UN management on stress mitigating strategies and activities Collaborate with UN managers, agency counsellors, medical doctors, local experts and institutions on psychosocial issues with the objective of establishing a network of professionals ready to support and intervene in case of need. Coordinate the Peer Support Personnel Network, including supervision and activity monitoring. Liaise with the existing local Staff Association to advocate for the organization of welfare activities for UN personnel. 4.Ensure Field Support and Collaboration Be willing to visit & travel regularly to the UN Offices/Sub Offices in the country in order to implement preventative stress management training activities and offer technical consultations when needed. Under the guidance of the CISMS Regional Stress Counsellor, coordinate all critical incident stress management activities with relevant stake holders, including UN staff counsellors in the country and in neighboring countries, Peer Helpers, Family Focal Points, Mental Health Professionals etc. 5.Ensure Reporting and Confidential Data Management: Maintain confidential records on the CISMS IDM platform and analyze the trends. Coordination of INGOs in Yemen is facilitated through the Humanitarian Country Team (HCT) that is chaired by the Humanitarian / Resident Coordinator. Participation of INGOs in the HCT is led by a group of four to six INGO Country Directors, who represent the entire INGO community of approximately 50 INGOs that are operational in Yemen. The constantly changing policies and challenging work environment, alongside the increasing humanitarian and development needs (insert quote from 2025 HNRP) require a coordinated, streamlined and unified response, particularly by international non-governmental organisations (INGOs) operating in Yemen. Several informal fora such as the Country Directors (CDs) group covering all of Yemen and the Aden-based Field Coordinator / Area Manager / Country Director (FC/AM/CD) coordination group exist, and at field levels such as west coast, Hodeida, Ma’rib, Taiz, Shabwa and Hadhramaut among others, coordination does happen in a systematic and meaningful ways, however there is need for more efficient and adaptive coordination support, including a one-stop centre for information around common positions and Joint Operating Principles (JOPs) for the INGO Community to coalesce around. Support to the HCT CD representatives to be able to more wholistically represent the needs and positions of the INGO community to the HCT, the donor community as well as the authorities in ways that better support the humanitarian needs of the people of Yemen. Scope of work Reporting to the Country Director of the International Rescue Committee (IRC), the INGO Coordinator will be accountable to the HCT CD Representatives and will provide information, support and strategic advice to all INGOs operating in Yemen, ensuring a principled, collective and coordinated approach across the board. The position holder will support HCT CD representatives to gather information on collective positions on operational and technical trends, gaps and facilitate coordination efforts amongst INGOs to efficiently and effectively enable their work in Yemen. They will also facilitate efficient communication, including dissemination of information, maintaining an action tracker and serve as a liaison with key actors such as donors and the UN as directed by the HCT CD Representatives. Working relations: The position reports administratively to the IRC Country Director, and will refer to the INGO HCT CD Representatives for technical support and direction. Working relationships: INGO Country Directors, INGO technical departments/sectors, Yemen Humanitarian Coordination Group, HCT, RCTs, UN agencies and Donors Main responsibilities • Establish accountability mechanisms and ways of working for this newly established role, including a transparent process for the INGO representation in the HCT • Facilitate regular information sharing and enhance coordination between INGOs operational in Yemen • Act as liaison and focal point for information sharing with, and among, INGOs operating in Yemen, schedule and lead regular coordination meetings: ensuring setting of agendas, sharing of information, minutes, and follow up of actions. • Drive coordination amongst INGOs in Yemen including identifying strategic priorities and resourcing needs. • Support the HCT CD representatives by representing INGOs in meetings with donor governments, the UN, peer NGOs, and other agreed on external stakeholders as directed. Consolidate key issues and talking points from INGOs in advance of meetings; record and disseminate notes following meetings. • Support INGOs in developing and formulating common positioning, messaging and strategies on key humanitarian and operational issues. • Support in mapping INGO presence and technical coverage with a view to developing a gap analysis that will support joint and individual fundraising. • Ensure documentation and/or sharing of lessons learned/best practices on strategic or operational issues and actively share information with other relevant coordination platforms. • Liaise with the Yemen Humanitarian Coordination Group, ensuring key messages are shared and activities and advocacy messages are coordinated and consistent. • Ensure INGOs are kept up-to-date on developments and consolidate feedback to the UN and donors on issues related to the response strategy, management, coordination, and leadership. • Participate in relevant sector working groups and other coordination meetings. • Facilitate enhanced INGO engagement in coordination mechanisms through advocacy for INGO leadership positions, orientations for INGO staff, and other support as needed. • Develop and maintain working contacts with relevant external stakeholders (e.g. RC/HC, UN agencies, donors, national NGOs, etc.) • Follow and undertake analysis on issues relevant to INGOs; synthesize and provide briefings on key concerns for members. • Research and draft policy, position and background/analysis papers on issues, as tasked by the CD Group, and support NGOs in identifying recommendations for moving forward. • Draft and disseminate statements / position-papers as agreed by the CD Group. If relevant and agreed, organize press conferences and manage media relationships. • Provide orientation and other briefings to Yemen-based Country Directors and other interlocutors on Yemen. Requirements: • At least 5 years of experience in a conflict or post-conflict setting with an INGO in a coordination or senior management role. Experience of working in complex humanitarian situations is preferred. • Postgraduate qualifications in international relations, social science, management, human rights or other relevant fields. • Proven high profile management, coordination and advocacy experience in humanitarian context. • Familiarity with humanitarian principles and response architecture (such as UN or INGO-led coordination mechanisms) and key humanitarian policy issues. • Strong understanding of conflict sensitivity and protection. • Knowledge of the Yemen or similar contexts. • Experience in administration and coordination of coalition or secretariat functions a plus. • Strong communication, interpersonal, facilitation and proven diplomacy with all types of stakeholders. • Fluency in English, both written and verbal, with strong writing and editing skills. About the job As a member of the Senior Management Team, the Head of Programme drives the overall country strategy, in line with DRC’s global and regional strategies as well as needs and contextual developments on the ground. The HoP oversees the conceptualization and development of programmes, leads fundraising and donor engagement, and is responsible for ensuring programmatic quality in addition to the effective management of grants. The position manages a team of technical programme staff at the CO level and is responsible for ensuring programmatic quality standards are met across the board, including through robust MEAL processes, capitalization of learning and cross-cutting issues (protection and age, gender, and diversity mainstreaming). The HoP actively engages with partners, civil society and the donor community to ensure DRC’s views and priorities are represented. S/he plays as key role in ensuring adherence to policies and systems. Duties and Responsibilities Representation and Coordination Responsibilities: Programme Strategy & Development Identify and keep abreast of key developments and trends in the country and position DRC to address these with quality and efficiency. Drive the conceptualization and development process of the country strategy, and sector strategies collaboratively and with the participation and inputs from the overall country operations. This includes ensuring the strategy is evidence based, and includes internal/external accountability and that it is informed by DRC’s expertise and stakeholder consultations. Ensure that the key global and regional frameworks are contextualized and applied across programmes and ensure that staff are aware of and understand these. Foster synergies between programme areas including integration, harmonization across Area Offices and ensure quality assurance for more holistic approaches to assistance. Ensure the emergency preparedness and response plan for Yemen (EPRP) is updated and facilitate assessments and rapid responses for new emergencies as discussed and agreed with the SMT. In close collaboration with the Regional or Country based Advocacy Coordinator, ensure advocacy is embedded in and informed by programmes as well as used for external communications with government authorities, donors, and other humanitarian and development stakeholders. Program Quality & Coordination Provide oversight, guidance, and leadership on all aspects of programme design, development and quality assurance. Ensure programming is principled and in line with Core Humanitarian Standards, Sphere standards and other relevant legal frameworks. Ensure there are systems and tools in place for conflict sensitive including do-no harm approaches to programming. Develop a close and productive working relationship with Area Offices (implementation teams) to ensure by-in of quality standards and processes and that designs, and course corrections are evidence based and informed by learning. Ensure the implementation of effective and participatory Monitoring, Evaluation, Accountability and Learning strategies at all levels of the country programme. Facilitate collaboration and the utilization of global and regional technical support in areas of new programmatic initiatives (localization, greening, innovation etc.). Ensure Information Management is embedded with DRC programme and that data management adheres to GDPR and other data protection protocols including PIM. Fundraising, and Grants Management Ensure proposals are in line with the Strategic Plan and Sector Strategies, and that they are submitted in a timely manner and with quality. Ensure effective and transparent budgeting, planning and follow-up in compliance with DRC policies and priorities as well as donor rules and regulations. Ensure grants opening, review, and closure meetings take place systematically. Ensure quality control of donor reports and authorize the submissions of these and proposals to HQ/donors. Donor liaison, Partnerships and Representation Represent DRC’s Yemen to current and potential donors. Cultivate key relationships that enhance DRC’s visibility, and credibility and position DRC as a key displacement focused organization in Yemen. Review and oversee implementation of the CSO partnership strategy and promote DRC’s localization agenda within DRC Yemen. Identify local NGOs/partners and develop partnerships with relevant and complementary partners. Keep abreast and engage with strategic coordination structures including the Durable Solutions Task Force and Working Group and ensure DRC is well represented in these as well as other external for a as deemed strategic. Direct staff management: Ensure that technical managers, coordinators, and specialists, under HoP line management have clear and realistic performance-based management goals. Provide on-going support and coaching and ensure that line managed staff have the required capacities to fulfil their responsibilities. Plan, draft and/or review scopes of work to hire and manage technical consultants, including review of technical efficacy and contract budget. About you To be successful in this role you must have: Minimum 5 years of progressively responsible experience in program management, leadership, and design in countries of conflict or post-conflict Minimum 4 years of experience working in managing emergency operations, including 2 years at senior management level and at least 2 years in the Middle East. Demonstrated experience and skill in proposal development, budget development, program implementation, monitoring and evaluation. Proven experience in effectively coordinating with National Governments, International and National NGO partners and a variety of working with and coordinating with a variety of donors including SDC, GAC, BHA, OCHA, SIDA, DANIDA, and the EU. Previous successful experience as a Head of Program or in similar position. Preferably previous successful experience with DRC. Proven experience in managing integrated programmes as well as capacity building.
