Program / Department Summary: Mercy Corps Yemen is continuing its FCDO-funded Fresh Horizons pilot project, which applies and tests an inclusive, climate-resilient Market Systems Development (MSD) approach within the fisheries sector in Yemen’s Aden and Hadramout Governorates. The pilot works with local market actors to sustainably increase income and food security for fishing households and communities. General Position Summary: The Private Partnership Coordinator will lead the engagement and coordination with private sector actors essential to the success of cold chain adoption and sustainability, including solar equipment vendors, service technicians, and financial institutions. The Coordinator will facilitate partnerships to improve product availability, after-sales support, and access to financing - ensuring that equipment and services are accessible, affordable, and appropriate for small-scale fishing households and traders. This includes piloting leasing schemes, coordinating technical support plans, and supporting vendor-led business model development. The Coordinator will play a key role in ensuring that private sector solutions respond to the needs of the most vulnerable, including those transitioning from humanitarian assistance. Essential Responsibilities: Map and engage private sector actors relevant to cold chain access (equipment suppliers, technicians, MFIs, transport providers, processors). Facilitate development of vendor-led business models, including bundled services (maintenance, warranty) and flexible payment structures. Coordinate with vendors and business development service (BDS) providers to pilot leasing and asset financing options. Support development and implementation of after-sale support and warranty schemes in partnership with suppliers. Monitor private sector engagement in line with project objectives and flag issues related to quality, access, or pricing. Collaborate with training and MEL teams to align private sector support with trader needs and assess outcomes. Help identify and engage processors and exporters interested in sourcing through project-supported traders. Contribute to learning, adaptation, and documentation related to market engagement and private sector collaboration. Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work. Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members. Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g. Integrity Hotline and other options. Knowledge and Experience: Bachelor’s degree in business administration, economics, supply chain management, or related field. 3–5 years of experience working with private sector actors, MSMEs, or in market systems programming. Demonstrated ability to broker partnerships and coordinate among diverse stakeholders. Familiarity with blended finance, leasing, or asset financing approaches preferred. Experience working in fragile or low-income contexts is an advantage. Strong communication, coordination, and problem-solving skills. Fluency in Arabic required; working proficiency in English preferred. General Position Summary the Community Accountability Reporting Mechanism (CARM) Assistant is a key position in handling day-to-day collection, management, and response to all feedback cases within the project location. The CARM Assistant will help the CARM Officer/PAQ team to ensure responding directly to all feedback concerns and complaints raised by program participants and community members through a safe, accessible, transparent, and confidential CARM system. The CARM Assistant will help the CARM Officer in managing in-person, field, and community-based feedback channels, such as face-to-face, suggestion boxes, and hotline, ensuring all proper procedures of managing and responding to all feedback are followed by all Mercy Corps team members. Additionally, the CARM Assistant will help the CARM Officer to conduct community engagement and sensitization by providing guidance on key community accountability and safeguarding messages – including reference to existing Mercy Corps policies, and expected ethical behavior from all Mercy Corps, enumerators, consultants and partners. Essential Job Responsibilities Handling receiving the Hotline channel , whatsApp , SMS and Toll-free Channels at Country office. In particular classifying, translating, and reporting the suggestions and complaints received via CARM from MC beneficiaries. Following up and calling complainants, when necessary, such as in cases where the complaint that was filed was unclear, in order to gain further details like (place, name, what he or she complained about or requested information about. Ensuring that all suggestions and complaints received via hotline whatsApp , SMS, Toll-free and suggestion boxes are categorized, filed in the CARM database, and go through the appropriate channels until each one is resolved. Categorizing and logging all suggestion and complaints in a secure database Ensuring the confidentiality and security of all feedback received Assisting the PAQ/Accountability Officer r in analyzing the CARM suggestions and complaints received and in preparing a monthly reports Translating the text of written complaints into English, inputting the original Arabic complaint and the English translation into the secure CARM database. Follow up on the cases to be closed. Contacting the complainants whose cases have been resolved and survey their satisfaction with CARM and with how their complaint was handled overall Support the CARM officers if needed on the field. Other duties as assigned. Security Ensure compliance with security procedures and policies as determined by country leadership. Excellent Computer skills: proficiency in MS Office package, and strong knowledge of database management is required. Excellent listening, interpersonal, communication and networking skills; ability to work with diversified populations. High level of self-awareness and self-development with the maturity to deal with constructive feedback. Fluency in Arabic is required. Proficiency in the English is preferred. General Position Summary: The Business Training Project Officer will support the design and delivery of training activities for vulnerable fishing households and small-scale traders. The role will focus on building participants’ business knowledge and capacity to effectively adopt and manage cold chain equipment. This includes delivering or coordinating training in financial literacy, record keeping, costing, and customer relationship management. The Officer will work closely with cooperatives, vendors, and business development service providers to ensure that trainings are practical, gender-sensitive, and aligned with market demands. They will also contribute to identifying opportunities for post-training support and longer-term sustainability. Essential Responsibilities: Deliver training sessions on core business skills (e.g. costing, bookkeeping, customer service) to traders and fishing households. Coordinate with the Capacity Strengthening Coordinator and cooperatives to schedule and mobilise training participants. Support adaptation of training materials to local context and ensure content is accessible for low-literacy audiences. Track attendance and monitor improvements in knowledge, skills, and business practices among participants. Conduct follow-up visits or phone surveys with trained participants to assess uptake and provide additional guidance. Facilitate referrals to vendors, MFIs, or other services as needed to complement business development goals. Ensure strong inclusion of women and youth in training design, outreach, and delivery. Identify and support opportunities for cooperatives or private actors to deliver training sustainably post-project. Contribute to training reporting and learning documentation.. General Position Summary: The Deputy Project Manager (DPM) will support the effective implementation of the Fresh Horizons Phase II project in Hadramout, under the direct supervision of the Project Manager. While the Project Manager holds overall responsibility for strategy, donor relations, and technical oversight, the DPM will ensure that day-to-day activities in Hadramout are implemented in line with the work plan, budget, and project vision. Program / Department Summary: Mercy Corps Yemen is continuing its FCDO-funded Fresh Horizons pilot project, which applies and tests an inclusive, climate-resilient Market Systems Development (MSD) approach within the fisheries sector in Yemen’s Aden and Hadramout Governorates. The pilot works with local market actors to sustainably increase income and food security for fishing households and communities. The next phase of Fresh Horizons will build on the pilot’s successes through a 9-month continuation phase focused on strengthening the supply and use of cold chain equipment. Increased access to cold chain technology will reduce waste, improve profits, and open new urban markets. This will provide improved livelihood opportunities for vulnerable households and actors across the fisheries sector - ultimately increasing food access and improving household food security. General Position Summary: The Private Partnerships Officer will support the Fresh Horizons Phase II project’s engagement with private sector actors critical to the sustainable uptake of cold chain equipment and services. Based in Hadramout and reporting to the Deputy Project Manager, the Officer will coordinate with vendors, technicians, microfinance institutions (MFIs), and cooperatives to ensure that small-scale fishers and traders can access affordable, appropriate, and well-supported cold chain solutions. This role focuses on facilitating relationships, monitoring service quality, supporting the rollout of leasing and warranty pilots, and linking market actors to project participants. The Officer will work closely with the MEL and training teams to ensure that private sector engagement contributes to improved livelihoods and market access for vulnerable households.
